Yes.

Every prisoner is still a citizen and should have the right to vote.

Not only has the deprivation of the right to vote and the status of prisoner always been conferred unequally based on class and race lines in most countries, but in any instance a prisoner still is someone who is affected by society's choices and should be able to express that opinion.
