If they meet the criteria of being able to provide a good home, sure.

Nobody should be allowed to adopt, or foster, children if a good home cannot be provided.

That's a necessary condition, but the question is not there. I think what the author meant is 'should people that don't have the same sexuality as me be able to raise children ?' So I think that your answer is too general.
