Why is there no "None of the above" option for voting?

We can theorize it's the official election and there's no "None of the above" option on the ballot.

But there will be the option to vote for Jill Stein, which is much like None of the above, and what I intend to do.

Not filling out a ballot would be the appropriate response and what people may do in the real world.
