My opinion? I'm baffled, even though I understand math is hard for many Democrats AND Republicans. Why were Bill Clinton and Jimmy Carter the most FISCALLY conservative presidents of the last seven? I just don't get it.

There was in deficit every year of the Carter administration, with congress under the control of the Democrats, while Clinton showed a surplus, but congress was under the control of Republicans. The president can't spend a dime, only congress can, the president can only suggest a budget.
