No. He hates illegal immigrants. Not all Mexicans are illegal immigrants, and not all illegal immigrants are Mexican. Although most are, it doesn't make him racist.

That is not an accurate rendition of his statements about Mexicans, where he implies that only "some are okay" and a majority are rapists or criminals, nor is it an accurate rendition of his general stance, where he has clearly and repeatedly demonstrated utterly racist notions about "the blacks".
