No, not in any way that matters.

ISIS, the Syrian government, other forces... most of them would prefer just to be in charge or to harm the West in some other way. This scenario may or may not play out to their advantage, and they may opportunistically try to push their interests in some way, but that is not the same as a realistic plan to cause it.

Events as big as this are rarely successfully planned. It takes major militaries or at the least huge corporate alliances with tremendous resources to cause this kind of damage. Refugee crises like this are usually the culmination of decades of social, political, economic and cultural change.
