Apparently, during his reign (especially the last years of WWII) Hitler was administered many different types of 'medicine'. Some of which were based on morphine (for example, to kill the pain caused by one of the attempted assassinations on his life, others to increase his libido, and even more others to pep him up (like methamphetamine) or to sedate him when he had trouble sleeping. It is also my understanding that the usage of at least some of these drugs were commonplace among his followers and general households at the time (source: National Geographic (2015). Hitler the Junkie).

So his decisionmaking was influence-based, influencing an already influenced public - under influence. I say he's disqualified.
