S.J.Res.19 - A joint resolution proposing an amendment to the Constitution of the United States relating to contributions and expenditures intended to affect elections.

The limit should be only $1000. I just don't think one person should be able to keep a candidate afloat because they can give a million or more dollars while a candidate with hundreds or thousands of small donations can't stay in the race. A $5 donation should be just as important as a $1000 donation.
