While I fully support what this bill is trying to do, I feel that a much more important problem is gerrymandering, the division of political boundaries to try to guarantee incumbent reelection. This is why congress has the lowest approval rating in history but a 80-90% reelection rate. California passed a bill to have independent boundary redrawing, and saw massive change. A similar bill was brought forward on the national level, and needs support.
